Accelerate the establishment of a packaging cloud design database, focus on implementing reduction and ecological design, strengthen the research and development and application of comprehensive recycling technology for packaging waste, and comprehensively improve the application and innovation level of green packaging; focus on breaking through technical bottlenecks such as the identification and migration of harmful substances in food and drug packaging and detection, significantly improving the safety assurance capabilities of food, drug, and military packaging; focus on the combination of packaging design and information technology to promote intelligent production processes.

Strengthen demonstration applications. Implement high-end packaging product projects, organize and implement a number of major projects for packaging product design innovation, process optimization, and industrialization, actively develop materials such as lightweight high-strength paper, bio-based high-barrier plastics, corrosion-resistant ultra-thin metals, and lightweight energy-saving glass, and focus on developing personalized, customized, refined, and intelligent high-end packaging products. Implement packaging industry informatization projects, launch major projects such as packaging big data and industrial cloud, promote key packaging informatization technologies such as smart labels and smart terminals, carry out integrated innovation and engineering application demonstrations of the deep integration of new-generation packaging informatization and industrialization; implement intelligent packaging equipment projects, focus on developing major intelligent manufacturing complete sets of equipment such as automatic packaging production lines for food and drugs, integrated packaging printing manufacturing equipment, and modern logistics automatic packaging systems, and strive to promote the application demonstration of packaging intelligent factories/digital workshops.

Green production to build a circular system

For the packaging industry, practicing the green concept means implementing the overall requirements of "resolutely oppose excessive packaging" in the "13th Five-Year Plan" and the specific requirements of "traditional production to green production" in the guidance for the transformation and development of the packaging industry.

Break through low-carbon preparation technology for industrial packaging materials, promote new packaging materials with excellent comprehensive protective performance and renewable reuse, and enhance the reliability of industrial packaging. In addition, promote the deep integration of military and civilian packaging materials industries and promote the green advancement of packaging materials in special fields.

Accordingly, strengthen the construction of green manufacturing enterprises and park demonstration projects in packaging, build a number of green transformation demonstration bases, and form a group of leading, influential, and competitively advantageous backbone enterprises, large enterprise groups, and industrial clusters.
